Comprender este fenómeno cultural es importante para saber cómo controlar las pintas, ahora tipificadas como delito en el código penal bajo el nombre de contaminación visual. Lejos de verdades jurídicas, la realidad es que en México las oportunidades de los jóvenes para expresarse son casi nulas. Hace aproximadamente tres años comenzó un proyecto, por parte del gobierno del Distrito Federal, para brindar a los graffiteros espacios para pintar. Sin embargo, parece que no ha sido suficiente debido la gran cantidad de chavos que realizan esta actividad.
También hay muchos jóvenes que por falta de conocimiento rayan las paredes sin ningún sentido. Esto le da aun una peor imagen a los demás graffiteros, quienes pretenden hacer arte.
Parece que todo se opone a esta forma de expresión cultural. Pero si todas la partes de la sociedad trabajan con los jóvenes que practican este tipo de pintura y se acercan a ella, pueden cambiar la situación del graffitero y tal vez el punto de vista de la gente ante esta forma de expresión. Dejar de ver rayones en la pared y entender los gritos de los jóvenes en este país.

It may be possible to the Sec.of DHS or the President to issue an executive order to allow a "processing grace period" that extends the visa allotment past Sep30th for a given year for those cases where processing had already begun on or before Sep30th.
This is a small incremental step - but it may help with using up a few 1000 extra numbers.

Chill out pal, don't exaggerate how much people value academic degrees in real business world. Holding a Ms or PhD degree alone doesn't necessarily mean you're an asset to this country, nor to a particular employer. I have Ms degree from US institution and I don't think it matters much to my employer, everything is based on performance.
I agree that H1-B visa should be granted to people who fill a real business need, not those who are unfortunately treated as unlimited supply for body-shoppers making their fortune selling hours of H1-Bs. In this perspective, the idea of restricting companies with 50+% H1-Bs is brilliant. I wouldn't worry about management consulting firms like BCG or McKinsey, I bet they don't have half of their consultants under H1-b. :-)

I am an EB3 2003. I think I did qualify for EB2, but the job position did not require me to be in that category, moreover EB2 & Eb3 were both current and various other factors were considered and they decided to apply in EB3.
NOW: It was my bad that I got stuck in the stupid BEC. A fellow I know with lesser qualifications applied in EB3 in 2004, then changed jobs, applied in EB2 in 2004 and has a green card already.

If you are renting for 1500/month thats 18,000 a year, or 540,000 in 30 years that you lose with no chance of claiming as a deduction or ever using for anything. Rather than losing that money, why not use it to own the property you are living in?
As a homeowner, you can use that 540,000 to own the home. The interest and property taxes you pay are tax deductible, and the principal means that at the end of the 30 years, the home is yours (20 if your loan is 20 years). Even when you are paying the mortgage, you are saving. You are getting bigger tax returns and you are owning the home that you live in. No amount of rent will guarantee either.
Through a combination of tax deductions, home equity, and property value, I am willing to bet you that I can save the same amount you do by renting, but still be ahead by owning the property I live in in 30 years. Just take a look at any home owner's history and tell me someone who hasn't doubled the value of their home (home only, not including their savings) in the past 30 years or more.
Everyone here that is dead-set on renting, by all means continue to throw your money away. And it REALLY is throwing your money away. How you wish to justify doing so is fine by me as long as you can sleep at night and explain to your family, friends and kids why you chose to rent for 30 or so years.
All your calculations are meaningless if the house price keeps going down 20% like the past few years. We will reach a point where the house price crash stops and starts to stabilize. That point is couple of years away. Until then, we can ignore the rent vs mortgage calculations.

Yes, you are right, the recent 485 denials for people using AC-21 have nothing to do with Obama/Durbin immigtaion policy. But I kind of remember there were some harsh provisions for people using AC 21 in CIR 2007 version. I am trying to find out the details about it.

I think we are over-analyzing this - that Sen.Durbin is against lot of H1B provisions is evident. Also he may not be in favor of visa-recapture for EB immigrants - but I dont think he will single handedly drive immigration rules and make the life of all EB immigrants tough. He may have some support in changing the rules in H1B - but I dont think even he is not that negative regarding GC aspects - even if he is, may not get widespread support for it in congress.
Also Obama has shown his governing style (from the campaign, debate etc) - which is very level headed based on a bunch of things and discussions rather than following "one" ideological path blindly. If at all I think his administration will be more favorable to EB GC reform and somewhat unfavorable H1B reform (and completely pro-undocumented reform just like McCain). This is based on my interpretation of his immigration policies on his site and based on his general campaign.

If somehow you can get it then they want detailed duties to see if job requires a degree. it is difficult to get a purchase order/letter from end client let alone a detailed job description/duty. If you can't get one and they ask in an rfe; they are denying it.
If you can get one; they are stating duties aren't specialized enough to determine job requires a degree OR they think the company is going to further outsource the candidate.
California is along similar lines but they only deny if they think the contract/purchase order is from the middle man.

How to Write the Graffiti Alphabet Style in Pencil
Graffiti is a style of drawing art and letters that garners most of its popularity in the inner cities, but where once graffiti was found spray painted on buildings by vandals, the art form now enjoys a margin of respect in the art world and is considered a genre of its own. * Sketch paper
1. Determine the style of graffiti alphabet you want to create. Some graffiti alphabet styles include bubble, wavy and jagged. Each of these styles have specific characteristics. To make a consistent graffiti alphabet, it's important to choose one style and stay with it. Mixing styles will make your alphabet chaotic. Bubble, wavy and jagged are the oldest, most widely recognized styles. Bubble is a good beginning choice because the letters are round and fat.
2. Start with a hard tipped pencil, such as 3H or 2H. This will allow you to draw the outline of your letters lighter. Use a full sketch sheet for each letter. Start with A and work your way through the alphabet. For bubble letters, place your pencil on the paper wherever you feel comfortable and draw the letters in as few movements as possible, lifting your pencil away from the paper only when absolutely necessary to avoid crossing your parts of your letters over one another. The key is to overdraw your letters, almost in caricature style, so they look well-rounded and fat. For the bubble style, avoid using in hard, straight lines. Keep a reference chart handy until you have fully mastered the style (see Resources).
3. Draw each letter's first phase and set it aside until you have drawn each letter. Go back to your first letter with a softer pencil. A 9B is extremely soft and will give you darker output. The object is to add shading and depth to your graffiti letters by coloring the edges of each letter to fatten them up with color. Graffiti letters need a bit of a 3D effect to make them work. After you've added this dimension, go over the lighter lines with your 9B to bring them out, then add a few lines on the face of each letter to give it surface texture.
4. Use color pencils to bring your letters to life. Pastels and hot neon colors work best with graffiti. Don't be afraid to mix the colors on each letter, letting the colors overlap and blend to create odd color effects. Part of the fun of graffiti is the bright colors, so get creative with the blending.
